Reading Assessment in Florida

Criterion-Referenced Assessment

- Criterion-referenced tests are intended to measure how well a student has learned the material taught in a specific grade or subject.
- The information gathered from a criterion-referenced test is used to determine students' mastery of curriculum and how well teachers and /schools are teaching the curriculum.
- Criterion-referenced tests are used to compare the student's test scores against an established criterion or benchmark.

Florida Assessments for Instruction in Reading - Florida Standards

The Florida Assessments for Instruction in Reading - Florida Standards (FAIR‐FS) are screening, diagnostic, and progress monitoring tools made freely available to all Florida students in grades 3-12 in public schools through the Florida Department of Education. This information is intended to guide instructional decision‐making for individuals and groups of students.

The FAIR‐FS is a comprehensive assessment system designed to accomplish three key goals:

to predict students' literacy success
to diagnose weaknesses for those found to be at risk
to help teachers set instructional objectives

When the FAIR‐FS is administered three times a year, the results can be used to monitor growth in literacy skills and to set and revise instructional objectives. FAIR-FS uses a computer-based administration to optimize student engagement and motivation. This computer-based administration is performance-adaptive to make test administration individualized and efficient.

The FAIR-FS Administration Manual provides a description of the development of the FAIR‐FS grades 3 through 12, including the detailed procedures for administration and the strong empirical basis for its content.

The Progress Monitoring and Reporting Network (PMRN) is the data collection, storage, and reporting method for FAIR-FS. PMRN reports can assist teachers in analyzing student data to better inform instruction.
